The origin of the designation is unknown. The No Trump range is considered weak and the opening of a 4-card Major suit is preferred. The opening of the multiple 1 Club opening bid requires that the first response by the partner is an artificial negative 1 Diamond if the responder has a range of only 0-6 high card points.

1 : 13-21 high card points Shows a 4-card plus Club suit, or
  18-20 high card points shows balanced shape.
1 : 13-21 high card points Shows a 4-card plus Diamond suit.
1 : 11-21 high card points` Shows a 4-card plus Heart suit.
1 : 11-21 high card points` Shows a 4-card plus Spade suit.
1 NT: 12-14 high card points Shows balanced shape.
2 : 22+ high card points Shows any shape.
2 : 8-12 high card points Shows a 6-card Diamond suit.
2 : 7-10 high card points Shows a 6-card Heart suit.
2 : 7-10 high card points Shows a 5-card Spade suit.
2 NT: 21-22 high card points Shows balanced shape.
